Wynn Resorts, a hotel and casino operator, has become the first in the UAE to receive a commercial gaming operating license. The General Commercial Gaming Regulatory Authority (GCGRA) confirmed the development to Khaleej Times on Saturday.
The Las Vegas-based casino company is building Win Al Marjan Island as the first integrated gaming resort in the Middle East and North Africa (MENA) region. The multibillion-dollar project, scheduled to open to the public in early 2027, is being built on an approximately 62-hectare island in the Arabian Gulf.
GCGRA did not disclose any other details regarding the license granted to the company.

This is the second license issued by GCGRA, an independent enforcement agency within the UAE government that regulates, licenses and supervises all commercial gaming activities and facilities within the UAE. In July, gaming authorities granted Abu Dhabi-based The Game LLC a license to operate the country’s first sanctioned lottery.
Win Al Marjan Island is expected to have gaming features, but it also has non-gaming amenities as well. It will house 1,542 rooms and suites, including 22 private villa estates. This will be the first Wynn resort to appear on the beach, of six hotels in Las Vegas, Macau and Boston Harbor.
