Please don't think that I'm being argumentative. This is a question to which I, sincerely and honestly, would really like to know the answer.
Am I mistaken in assuming that it is against Federal law (and actionable as such) for any local, and perhaps even state-level, election board/committee to refuse to certify an already-counted election result? …That the certification of already-counted election results is an entirely 'ministerial' process (just tallying everything up, and certifying that it's been tallied). And has no other interpretive or qualitative/qualifying function?
Because if that is in fact the case, then no matter what new election certification laws, say, the state of Georgia has ginned up at the last moment, if anyone there (or in any other state of this Union) tries to prevent certification, as long as everything has been counted correctly, they can be prosecuted by the Federal Attorney General, and if found guilty, have those actions be nullified, and be penalized accordingly. Yes?
Unless I'm mistaken. Which, of course, is a distinct possibility.

Here's a thought.
Asking him a really pointed 'yes/no'-answer question. A question that you choose in advance.
Given the plan to 'mute' the other participant's microphone when it isn't their turn, it won't be possible to have a real-time back-&-forth. But if it's a well-chosen question, then perhaps end the last 60 seconds of each turn speaking, with a reference to that same question. And modify the question/reference each time to apply to, to respond to, the last time he addressed that question in his own turn to speak. Make those modifications strategically (given that you may have a fairly good idea of the sorts of lies he's used in the past to deflect from whatever poignant question you've chosen). As would any good prosecutor engaging in cross-examination of a hostile witness. Just plan for a bit of "delayed-gratification" while conducting a cross-examination in time-delayed increments. And see how he does. And if he tries to avoid whatever issue it is, use that opportunity at the end of your own turn to speek to criticize him for it. Pointedly. With an accumulated set of facts from a previously and studiously compiled list on the subject. Whatever it is.

How extensive and widespread a grass-roots organization do we Trump-avoidant Democrats have, cross-country, and especially in anti-Democratic-susceptible-leaning (…eh-hem, hrmph) swing states?
I mean, groups modeled after Stacey Abrams' (et al) 'Fair Fight'.
We know, as an almost certainty, that the extremist Trump-'crazies' will (among other things), try to show up en ensemble at every single small election district that they think they can throw 'monkey-wrenches' into the gears of election results certification.
But…
Since we know that too, why don't we show up as well?
It should be pointed out that this is (may be?) only one riposte, one counter-point to counter that sort of attempt at planned-fraud. But it might be one worth pursuing.
If it does turn out to be a counter-measure with merit (and need), then we should be aware ahead of time that showing ourselves at such large(-ish) election certification meetings/town-halls/whathaveyou would most assuredly not be an easy or pleasant way to spend an evening.
We'd have to be heard, for one thing, so that our objections to attempts at their claiming non-existent voting fraud would be clearly received and understood above all of their 'background noise'. And acted upon, officially. Which means being (calmly, doggedly, repetitiously if need be) sufficiently loud enough to be heard above all of their adrenalin-fueled, red-in-the-face shouting, and patient and level-headed enough not to ever let them get us angry or 'wind us up'. Which is exactly what they always try to do.
Trump himself, and these guys as an extension of his practices, can, if you take a moment to actually look at them, really turn out to be being 'one-trick-ponies'.
They try to throw everything against the wall (to see what 'sticks'), and when they find something that, coincidentally, sort of just by accident, works once, …they stick with it. And their forward thinking often stops right there.
So let us think ahead of time, to prepare for things that we can be pretty sure they'll at least *try*, just out of what they've done (over and over again) already. Let the fella' said, "Past is prologue…'
Make a list of all of the bogus arguments they've used repeatedly in past nevents. As comprehensive a list as possible. And compile accompanying factual (distinctly *factual*, and with easily looked-up references, as many as possible) for each lie they try to shout out (or bury quietly under bureaucratic procedural misdirection) at all of these small election certification events (local, state, and eventually national). And call each one out. Consistently. Every, …single, …time. Calmly, level-headedly, always only just loud enough to be heard clearly (and no louder than that), and never, ever letting the other side get under our skins.
For example, I looked up the search terms, "Fetterman 2020 voting fraud bet" on any (reputable) search engine. And I got oodles of hits.
Apparently, in the 2020 election that Trump lost, several Trump-Republican office-holders offered a variety of actual money payments, in exchange for information (from *any*one!) with verifiable evidence of deliberate voting fraud. Because there just, …well, wasn't any. And they were getting desperate.
The then lieutenant-governor of Texas, a fellow named Dan Patrick, offered an outright million dollars ($1,000,000!) in exchange for such evidence of so-called-voting-fraud.
*(Eh-hem, …cough, cough, …hrmph, 'bribe', hrmph, hrmph again, and more cartoonish coughing.)
No, …one, …took, …him, …up, …on, …it.
(!?)
Really, …look it up.
That is, until, …then Lieutenant Governor of Pennsylvania, John Fetterman, finally called him to task, and presented Patrick with documented evidence (arrest reports, court documents, etc.) demonstrating that there was one fellow in the State of Pennsylvania at the time that had tried to falsify a mail-in ballot (in favor of one, Donald J. Trump), by forging the signature of his then-deceased mother (may she rest in peace) and sent back the mail-in ballot that had been mailed to her, on an automated basis (pending finalization of her death records, etc., that had happened recently enough that they hadn't quite caught up with one another in the system yet).
There are actually safeguards in place, …and the fellow was caught.
And Fetterman demanded (politely) his million dollar reward (which he firmly reassured everyone that he was going to donate to charity).
And Patrick wouldn't pay up. It was a fraudulent ballot in favor of Trump, and so wasn't worth very much to Patrick at the time. Certainly not a million dollars, eh.
Patrick eventually paid off. I forget the actual final amount, but no*where even *near a million dollars, and Fetterman did indeed donate all of whatever amount it finally turned out to be to charity.
I forget the actual amount of money that the charity wound up with. And, embarrassingly enough, I forget which charity it was. No one at the time questioned the worthiness of the cause. Candidly I forget how many other such instances were uncovered in Pennsylvania at the time, or nation-wide for that matter. More than the number of fingers on both hands? Fewer?
Either way, not a lot. There were 'zillions' of challenges, but almost no actual events that comprised voter fraud.
And what ever handful it was, …you take the number of actual instances of voter fraud, and make a fraction of that number (on the top of the line), over the number of millions of eligible voters in the United States at the time (under the bottom of the line, …really surprisingly very few), …and then just do the math.
Did I get that right? Fraction?! Geez-Louise, nobody said there was going to be, …(gasp!), …math!! What you should get out at the other end is a really, really*, infinitesimally small number. I *think that's the proportion of fraudulent votes compared to the number of legitimate votes. Really, really, like microscopically small.
And then, …just keep saying that at the 'set-up', planned-fraudulent election certification meeting(s). Over and over again, if need be. Patiently. Only just exactly loud enough to be heard over the din of them shouting red-faced and rabid-looking. Never getting riled or ruffled.
For every single one of these things. And in sufficient numbers.
The only fraud that took place at these past elections so far, has been perpetrated by, and for, that orange-faced felon, whose name shall remain nameless, but whose first initial is spelled, …Donald J. Trump.
Eh, hem… As I was saying.
…See how that does? 'Cause that's what they'll be doing. Heavens, they've already started months ago, apparently. So if we have the good fortune to know about it in advance, then shame on us if we just fritter it away. Forewarned is forearmed, …&c.
