CHOKEHOLD, A BLACKMAN'S NIGHTMARE.
A tool for finishing a Blackman. If used on a white man, then it's a totally deviant white man.
When so many fighters in the UFC and in Mixed Martial Arts get choked out on a regular basis and no one dies but there seems to be a high death toll with suspects on the streets you can instantly tell that something doesn't match up. A common theme in suspect choking deaths seems to be multiple officers dog piling on top of the victim while they are choking him out. Is this really what's killing the suspects, asphyxiation from pressure on the heat and lungs rather than strangulation?
Justified use of force.
There are nonlethal alternatives to chokeholds that can be used, which US police are just ignoring. E.g., there are shotguns that can fire small pillows with less force. They can be fired at persons' limbs if they are resisting without killing them.
I just saw a report that former LA police Chief Gates claimed that African Americans were different and more susceptible to dying from chokeholds. However, if he had any concern for their lives, that would mean that he would have wanted to ban chokeholds from being used particularly on them, because they were vulnerable.
It is like saying that you know that a particular group of persons will die if they eat shellfish (e.g., due to allergies), so it is not your fault that they are dying when you give them shellfish. It is your fault and if you care for their lives, the solution is NOT to give them more darn shellfish. The issue here is continuing racism within our police forces not chokeholds.

If you've been properly trained in the use of chokes, its actually one of the safest ways to stop an opponent without injuring them. The problem is that most police have very little martial arts training. If you're applying a choke, you should never be trying to restrict their air flow – you should be restricting the blood flow. These are the chokes they use in MMA. If you put someone in an air flow choke, it will take at least a minute before they pass out, its absolutely torturous, and its totally possible they could die. Blood flow chokes take about 6-10 seconds to work, after which the opponent goes to sleep. The moment the blood choke is released, the recipient will begin to wake up, and after about 10-15 seconds of confusion they're fully back to normal and will be completely uninjured.
If these kinds of choke holds are banned, the only other option is to bash their head in or taser them.

I think I would prefer a few cuts and bruises over being choked, but I am a special case, as I have a very sensitive throat. I am probably more likely to die from a chokehold than most.
