A radical reform of the prison system in England and Wales was at the heart of the Queen’s Speech today. Ministers are describing it as the biggest shake-up since the Victorian era. The legislation will pave the way for the first six reform prisons – places where governors will be given sweeping new powers. Some 500 policemen raided the offices of pro-democracy paper Apple Daily in Hong Kong, alleging its reports breached a national security law. Police also arrested the editor-in-chief and four other executives at their homes and froze HK$18m ($2.3m; £1.64m) of assets owned by three companies linked to Apple Daily. Some 405,000 people have signed up in 24 hours to volunteer with the NHS after a recruitment drive to help the vulnerable amid the coronavirus crisis, the PM Boris Johnson has announced. Speaking at his daily news conference, he said they would play an “absolutely crucial” role in fighting the virus. A new search is under way in Tenerife for missing British teenager Jay Slater following calls from Spanish police for volunteer help. On Friday the Guardia Civil asked voluntary organisations and members of the public with expertise in difficult conditions to come to northern Tenerife. Dozens of experienced local firefighters, police and mountain rangers are leading the search. Gunmen have attacked a concert hall on the fringes of Moscow, killing at least 40 people and wounding 100 more, Russian security services say. At least four attackers clad in camouflage gear took part in the attack, in the north-west suburb of Krasnogorsk, BBC-verified video shows. Crocus City Hall was about to host a rock concert when the gunmen burst into the foyer and then the theatre itself. Much of the building was engulfed by fire and part of the roof collapsed.
