Why doesn't Hamas just stop firing rockets at them? That's all it would take to stop the shelling as I understand it. Except now Israel is on a witchhunt for tunnels, so that may not even make that big of a difference, not sure there.

I would have looked to UNRWA war crime, gathering people in area that had evacuation warning, instead of evacuating them.
No one can guarantee the safety or neutrality of UN facilities in combat zone where one side consistently and deliberately, fire from of withing the vicinity of those facilities.
The UN better smarten up, if they want to save lives.
