Rabat and Abu Dhabi sign agreement on police skills development; regional and international security on agenda between Morocco and UAE
Abdellatif Hammouchi arrived in the United Arab Emirates (UAE) and met with key UAE figures in charge of defence and security, including Major General Faris Khalaf Al Mazrouei of Abu Dhabi Police, Ali Obaid Al Dhaheri, head of the UAE Intelligence Agency, and Interpol President Ahmed Nasser Al Rishi.

The meeting, which will conclude on September 26, addressed strengthening bilateral relations, expanding security approaches to the regional level, promoting technological innovation systems, expanding the fight against organized crime and state terrorism, strengthening cooperation with international organizations such as INTERPOL, and mutual assistance on strategic issues, mainly in the areas of geopolitics and cybersecurity.
The visit is part of the action plan drawn up by the Moroccan DGSN-DGST Polish branch to strengthen international security cooperation and expand cooperation with other countries and international organizations on security issues.

During the meeting, the security agencies agreed to work together to improve security and expand forms of cooperation. A pre-visit statement from the DGST noted that Morocco and the UAE enjoy friendly diplomatic relations.
“The bilateral agreement will pave the way for the implementation of joint advanced training programs in various police disciplines. It will also promote the exchange of knowledge and practical experience between the Moroccan Police and the Abu Dhabi Police General Command,” the statement read.

Among them is a memorandum of understanding signed between the DGST, represented by the Royal Moroccan Police Institute, and the Abu Dhabi Police General Command, represented by the Saif bin Zayed Academy of Security and Police Sciences, with the aim of building cooperation in the police field, increasing investment in security human resources, establishing a legal framework for joint legal and regulatory measures, and implementing the mandates of both institutions.

During his stay, Abdellatif Hammouchi visited new security facilities in the UAE, including Abu Dhabi Police’s “Safe City,” an innovative project that uses artificial intelligence in security and transportation, and a factory specializing in the production of police security equipment.
During his visit, the National Security Chief observed how simulation exercises were being carried out on technologies and technological solutions approved by the Abu Dhabi Police General Command in different areas of security.
Regional and international security on Morocco and UAE agenda
Cooperation between countries is essential in an increasingly threat-ridden and complex world. On this premise, Morocco’s Director General for Territorial Security, Abdellatif Hammouchi, met with the UAE’s Chief of Defense and Security and Head of the UAE Intelligence Agency, Ali Obaid Al Dhaheri, and Head of Interpol, Ahmed Nasser Al Risi.

Both countries see Morocco as a key player in international security, so cybersecurity, counter-terrorism and international cooperation were main topics on the agenda of the meeting.
Rising tensions between Lebanon and Iran vis-ร -vis Israel are among the Gulf states’ main concerns, and they are keeping a close eye on the Houthi movements in the Red Sea, rising military tensions between Ethiopia, Egypt and Somalia, and the conflict between Russia and Ukraine, which also involves their two most important partners, Europe and the United States (Morocco and the United Arab Emirates).

The head of DGST is a key figure in regional and international security. His visit to the Emirates is more than just a meeting. The meeting between the two security forces is a sign of mutual trust and a confirmation and testimony of the importance of Mr. Hamoussi to the Moroccan Government.
Relations between the two countries are very good. Morocco’s economic progress in 2023 has boosted the confidence of the UAE government, which was one of the first countries in the Middle East to recognize Morocco’s Western Sahara Autonomy Plan as the “only serious and credible” way to resolve the Sahara conflict and to establish a consulate in Laayoune, the largest city in Moroccan Sahara.
